Studying and carrying out the spirit of the 19th CPC National Congress provides

The campaign to brief the public about the spirit of the 19th National Congress of the Communist Party of China (CPC) spread for the first time to the Hong Kong SAR and among senior government officials and personages from political, business, academic and other sectors yesterday, writing a new chapter in comprehensively implementing "one country two systems" in Hong Kong.

It is of extraordinary significance for such an activity to take place in Hong Kong.  It provides a decisive enlightenment on the SAR's future development: Hong Kong's development cannot do without the Motherland and the nation's development cannot do without the CPC's leadership.  And it is the 19th CPC National Congress that opens a new era for Xi Jinping's Thought of Socialism with Chinese Characteristics in a New Era to lead the country to start a new journey.  It is worthy of celebration and support that the Hong Kong SAR is able to catch up with the pace of the nation by welcoming a CPC Central Committee's delegation to brief principal officials, senior civil servants and personages from various sectors about the spirit of the 19th CPC National Congress.      

As a matter of fact, it would be an unimaginable and unthinkable thing in the past to publicly introduce the 19th CPC National Congress in Hong Kong and to brief about the spirit and policy decisions of a CPC national congress on a top-level occasion in Hong Kong.  Under the British colonial rule before Hong Kong's handover, the term "Communist Party" had remained a taboo.  After Hong Kong's return to the Motherland, while it is clear as day that the Communist Party is the sole leading power of the country, for quite many residents the term still remains so sensitive that it'd better not to mention it whenever possible, as if a mere mention of the Communist Party of China would scare people off.  It is well known that the "one country two systems" principle is initiated by the CPC.  Hong Kong people always pray that no change would ever be made to "one country two systems", yet they try very hard to dodge and refuse to understand the ruling party which sets and implements this great principle.  Isn't it self-contradictory and laughable?

Therefore, conducting the current activity to brief about the spirit of the 19th CPC National Congress is like an act of benevolence.  It is not only of great significance at the level of "one country two systems", but also plays a role of the beacon light for future development in Hong Kong politically, economically and socially.  Taking the government for example, the SAR Government adopts a "double responsibility" system according to the Basic Law.  Namely it is responsible both to the Central People's Government and to the Hong Kong SAR.  As being responsible to Hong Kong is concerned, it could be said that Chief Executive Carrie Lam Cheng Yuet-ngor, principal official and senior civil servants are able to handle it with ease through experience and sure to succeed.  As for being responsible to the Central Government, could it be said that Carrie Lam, principal officials and senior civil servants already know from A to Z and there is no need for them to learn more and improve?  The answer is self-evident.

   Right now, the governing of the SAR Government is at a crucial moment of either advancing or drawing back.  It must politically further firmly uphold the "one country two system" principle and Basic Law, safeguard national sovereignty, security and interests of development; and economically seize the opportunities offered by the construction of the Guangdong-Hong Kong-Macao Greater Bay Area and the Belt and Road initiative so as to get on board the high-speed train of the nation's great economic development.  To undertake and well fulfill these tasks, it won't do without the understanding of national circumstances, of the 19th CPC National Congress, of Xi Jinping's Thought of Socialism with Chinese Characteristics in a New Era and China's new era under its guidance; or they may be left hanging in the air and get lost.  Today's China strives to become strong having stood up and become well-off, to achieve the goals for the "two centennials [of the CPC and the People's Republic of China]" in two stages, and to satisfy the people's desire for a beautiful life, and to eventually build a strong, democratic and secure China with the rule of law and environmental protection.  In such a situation, would it be possibly all right if principal officials of the SAR Government just know a little bit about this without thorough understanding?

To sincerely study and carry out the spirit of the 19th CPC National Congress provides the SAR Government and Hong Kong society the greatest and most important opportunity for development, which must not be missed.
