去年八月上任的美國駐港總領事（consul-general）唐偉康（Kurt Tong），上周接受英文報紙《南華早報》（South China Morning Post）專訪。他認為「一國兩制 」是行之有效的。他的看法比本地一些政客更為客觀和正面。當然，外交官一般是不會公開說駐在地的「壞話」的。

　　他說：「我的基本看法是，香港運作良好，『一國兩制』的理念行之有效。（My basic story is that Hong Kong is working, and the idea of "one country, two systems" is working.）」其中他所用的working一詞的意思是「運作的或可以運作的」（functioning or able to function），形容觀念或計劃時就是「行得通」的意思。

　　要注意的是，該詞有多種意思。例如，a "working machine"既可指「正在運轉的機器 」，也可指「仍可運作（即沒有壞掉）的機器」；而a working knowledge of something指對某事物有一定程度的知識但未到精通程度，如He is fluent in Cantonese and Putonghua and has a working knowledge of English的意思是：他粵語和普通話流利，英語也能應付。

　　唐偉康接着說：「現在，大家的任務是在成功的基礎上再接再厲，而非說三道四 。（The task for everyone now is to continue to build on the success, not question it.）」文中的build on是一個動詞短語（phrasal verb），本義是「建造在……的基礎上」。Build on success的意思就是在成功的基礎上取得新的成功。

　　他認為香港競爭力的弱項（weakness）在技術領域（in the technology field），香港尚未發揮其吸引美國科技公司到本地投資的潛能。（Hong Kong had not yet tapped into the full potential of US tech companies investing here.）原文用了另一個動詞短語tap into sth，按《劍橋英語詞典》的解釋：to manage to use something in a way that brings good results，即「充分利用」的意思。如：The politician tapped into voter anger and won the election .（那位政客利用選民的憤怒贏了這場選舉。）

　　Tap一詞也有多種意思，做名詞用時，既是「水龍頭」，也可指「（裝入電話裏的）竊聽器」；用作動詞時，除了上述的「利用」，還有「（連續）輕輕敲打」、「竊聽」等意思。
