  Low-grade (adj.)

  ●Of a bad quality or low level.

  (低級的,品質惡劣的)

  Examples:  

  1. It certainly is sloppy, low-grade journalism.  Expanding car ownership and low-grade gasoline have made traffic the leading source of air pollution in major Chinese cities.

  Hold sway (idiom)

  ●To have power or a very strong influence.

(掌握權力,具有影響力)

  Examples:

  1. Fundamentalist beliefs hold sway over whole districts, ensuring the popularity of religious leaders.  

  2. Such arguments would not hold sway in a university.

  Carry fire in one hand and water in the other (proverb)

  ●To say one thing and mean another;

   to be duplicitous; to deceive.

  (口是心非,玩弄兩面手法)

  Examples:  

  1. I think Kim carries fire in one hand and water in the other—she's nice to my face, but I've heard her talking about me behind my back!  

  2. You must not trust a person who carries fire in one hand and water in the other.

  Make a fool of yourself (idiom)

  ●To make yourself seem stupid by behaving in a silly or embarrassing way.(出洋相,出醜)

  Examples:  

  1. He made a fool of himself by turning up drunk to a TV chat show.  

  2. Sorry I made such a fool of myself last night. I must have been drunk.

  ●羈縻制度。羈縻是籠絡、控制的意思。羈縻制度是古代中國中央政府對少數民族實行間接管轄的一種制度,即只要當地首領稱藩,就不改變其原有的制度及統治權威。中國古代不少朝代均採用羈縻制度,如唐代在周邊少數民族內附部落中設置羈縻州,明代有設在東北、西北和四川西部、青海、西藏地區的羈縻都司衛所等。羈縻制度隨中央權力的強弱及對象的差異會有不同效果及形式。
