NPC Standing Committee interprets the Basic Law to save Hong  Kong as the chaot

  Sixtus Baggio Leung Chung-hang and Yau Wai-ching not only once again forced their way into the Chamber of the Legislative Council (Legco) yesterday, but also mustered supporters to escalate violence.  As a result, not only the Legco meeting was disrupted, but six security guards were pushed down to the ground and injured.  Eventually, the Legco Secretariat had to call the police for help.

  The Leung-Yau pair's evil behaviour of violent assaults must be condemned the most strongly and dealt with in accordance with the law.  According to the Legco's Rules of Procedure and Hong Kong's laws, they both never complete their oath-taking and as such are not entitled to enter the Chamber.  Furthermore, as their case is already in legal proceeding, their offices are in fact vacated.  Yet they not only themselves forced their way into the Chamber but also mustered a dozen of "hatchet men" in an attempt to storm in, as if to engage in a Triad-style street fight.  They even shamelessly self-directed and self-acted a farce of "swearing in" by themselves.  They really showed themselves up as utterly ridiculous yet also bared their fangs.  

  This pair knows nothing about what is law-abiding and shamelessness, seeing the legco complex as a street and taking violent charges for granted.  The fact that such low-quality, inferior persons could have unexpectedly been "elected" and nearly successfully sneaked into the legislature is really a shame to the democratic-election politics and a laughing stock.  Those voters giving their votes to these two clowns, who insult the country and nation, speak foul language, waste taxpayers' money and behave dissolutely, now really ought to admit they had failed to recognise them for what they really are and mistrusted them.

  As a matter of fact, the Leung-Yau duo's words and deeds hitherto have done irredeemable severe damages to Legoc and to the image of the SAR as a society with the rule of law.  The status and dignity of Legco are further compromised in the eyes of citizens.  If such "counterfeits" as Leung and Yau could ever become legislators, who else could not?

  In the eyes of the Central Government and people all over the country, this is a big humiliation and discredit to the "one system" in the "one country two systems".  In the past, Mainland compatriots used to regard the SAR as a place upholding the rule of law and Hongkongers high-quality people, setting an example for Mainland cities to catch up with.  Yet today, seeing the Leung-Yau pair's ugly "Shina" behaviour, Mainland compatriots perhaps would swear "What they think they are!", and rejoice that there are no such young persons in Mainland society.

  No doubt, the Legco has lost all of its good attainment overnight with its reputation having gone to the dogs.  The Legoc now face the first ever judicial review in history filed by the Chief Executive seeking to disqualify certain legislators-elect.  And it is imminent and imperative for the Standing Committee of the National People's Congress (NPC) to interpret the stipulation in Article 104 of the Basic Law about principal officials and Legco members having to swear to uphold the Basic Law and swear allegiance to the Hong Kong SAR of the People's Republic of China.

  On this, opposition legislators yesterday demanded the SAE Government to "explain" its stance on the NPC Standing Committee's upcoming interpretation of the Basic Law, making it clear that they oppose the move.  Some organisation of lawyers also issued a statement to remind the NPC to "exercise restraint".  Such so-called suspicion and remainder are not only unnecessary but also confuse the right with the wrong and put the cart before the horse.

  In fact, it is not the NPC Standing Committee' interpretation of the Basic Law but Leung and Yau who break laws to create trouble in the Lego and in Hong Kong and the opposition escorting them that interfere and do harm to the SAR's judiciary and rule of law.  It is at such a crucial moment when the Legco's Rules of Procedure is being trampled underfoot and order in the legislature and the rule of law in the SAR are facing serious changes and being damaged, that the NPC Standing Committee steps forward to timely interpret the Basic Law.  This is the only way to effectively save the SAR from falling into a chaotic situation of deviating from the "one country two systems" principle, to have lawbreakers given deserved punishments and to point out the correct direction of practising "one country two systems" in the SAR and how to behave constitutionally and lawfully.

  The NPC Standing Committee begins a meeting in Beijing today, and it is expected to have some definite news about the interpretation of the Basic Law.  NPC Standing Committee's interpretation of the Basic Law will set the definite tone, which will clarify confusion and bring things back to order.  Hong Kong people welcome the move.
